Background/Introduction


The Westmount Community League (WCL) hall is the oldest community league building still standing in
Edmonton. Many groups and individuals rent the hall for two primary reasons:

1) The ‘Historical Character,’ primarily from three sources:
        • The hall’s design is typical of older buildings (such as churches, one room schoolhouses, and community
halls) that were built throughout Alberta.
        • The interior finishing of the hall itself, though not completely original, is reminiscent of the same time
period
        • The windows reinforce the historical character, and set the WCL hall apart from many later-era halls which
lack eye-level windows.
2) The original wood floor, which has characteristics suitable for a dance floor (the amount of flex or ‘give’ in
the supporting structure, and various characteristics of the wood, including finish, appearance, coefficient of
friction).


The hall has two additions, one on the front (containing the coat room, storage, mechanical and entrance
vestibule) and one on the rear (containing washrooms, the kitchen, the stage area and mechanical in a small
basement). The building has been re-clad with stucco, re-roofed, and had a wide variety of ongoing
architectural upgrades and modifications to the interior, including wall paneling, painting, lighting changes,
heating and ventilation changes, and modifications to accommodate the additions on each end.


In 2016, Avid Architecture prepared a building analysis report for the WCL Board, laying out a number of
issues with the hall. The work outlined in this request for quotes is a response to the findings to ensure that
the hall is maintained and is a functional and up-to-date structure for both those that rent the hall and the
community at large.


Project Goals and Scope of Services
This project has two goals:
    1. To ensure that the issues indicated in the building analysis are remedied
    2. To give a ‘facelift’ to the community hall

Included is a detailed list of work that needs to be completed:


Hall Kitchen

  • new cabinets

  • add cabinets/shelving to south wall

  • redo countertops

  • The drain lines from the sink and dishwasher should be removed and re-plumbed to eliminate any leakage. Replace this existing ABS with a more straightforward layout

Hall Bathrooms

  • toilets re-seated with new wax gaskets to ensure there is no leakage around the base

  • replace cabinets, counters, sinks, tiling and faucets

  • replace floor to match new floor in kitchen

  • replace/update lighting in bathroom (to reflect vintage feel)

Area outside bathroom

  • Floor washing sink (beside stage) should be replaced (this area may need to be redesigned as well)

  • reface/update the cabinets doors

 

Stage

  • add railings to the stairs (stairs may need to be redesigned)

Bar Kitchen

  • new cabinet doors

  • update countertops

  • design new 'bar countertops' in west facing ‘window’

  • replace the sink/faucets

  • replace floor to match new floor in kitchen

 

Loft area

  • add railings to the stairs

  • redo the floor

 

Selection Schedule
Wednesday, February 27, 2019 : quote request becomes public
Thursday, March 7, 2019 @ 6pm : meeting with interested contractors at the hall to answer any

questions

Friday, March 8, 2019 : Responses to questions sent out to all interested
Friday, March 15, 2019 @ 4pm : Quote request closes
Tuesday, March 19, 2019 : Facilities committee makes recommendation to WCL Board
Wednesday, March 20 , 2019 : Winning contractor assigned

 

 

All interested contractors are invited to view the hall and ask any clarifying
questions on Thursday, March 7 @ 6pm at the hall (10978 127 Street).

Time and Place of Submission of Proposals
The winning submission will be awarded on Wednesday, March 20, 2019. Once the contractor is confirmed,
all others will be notified.


Timeline
All work outlined above must be completed by May 24, 2019.

All submission should include:

- Work plan/timeline to ensure completion by May 24, 2019
- Budget

Evaluation Criteria
The WCL Facilities Committee will be reviewing all submissions and will base the evaluation on the following
criteria:
- Budget
- Level of experience
- Timeline


Budget
The quote should include all of the work outlined above, drawings that may be necessary and any meetings
that take place.
